Despite a dark decade of blind terrorism intended to demise the State, Algeria has made major progress in many fields, such as education, health and housing, not to mention the eradication of extreme forms of poverty and the significant reduction of the other forms of poverty. The growing credibility achieved at the financial, political and diplomatic levels endows the country with an appreciable bargaining power that enables it to claim a new position in the world economy and, above all, the status of an emerging economy. However, there still some challenges Algeria is to face. These are: the reforms and modernisation of the State, corruption, gender equality, youth employment and town planning. Though, some of the achievements represent good practices to be sustained and shared with other countries.

The report on Benin issued in 2008 provides a detailed discussion on the four thematic areas of the APRM. It indicates that Benin has done progress on democracy and human right, Economic governance and management, socio-economic development and corporate governance. This tendency was observed since the beginning of the democratic revival phase in the early 1990s. While the report acknowledges some key achievements such as continuous stability and peace after years of military regimes, they are some challenges that the country need to address namely the reform and the modernisation of the State and corruption.The report also highlights best practices worthy of emulation for peer learning. These include: the framework for interfaith consultation, the presidential programme in micro-finance and an efficient constitutional court.

Published in September 2007, the APRM Country Review Report of South Africa is the fifth in the series. The report takes cognizance of the strides and achievements of the country since the transition to Democracy in 1994. The report comprehensively discusses the status of governance in the four thematic areas of the APRM. In all, the report identified 18 Best Practices worthy of emulation for peer learning. Additionally, the report elaborates on 11 overarching issues or areas of deficiency that require an holistic approach due to the impact they have on one or more areas of governance. These are: unemployment, capacity constraints and poor service delivery, poverty and inequality, land reform, violence against women, violence against children, HIV and AIDS pandemic, corruption, crime, racism and xenophobia, and the management of diversity. Notably, the Country Review also contains two Annexes: the programme of Action and comments by South Africa on the report; and the account of the peer review of South Africa by the Heads of State and Government on 1st July 2007, in Accra, Ghana. The NPoA of South Africa is costed at ZAR 13, 901.5 billion.

This report on Rwanda issued in 2006 addresses the four thematic areas of APRM, outlining some issues of concern such as managing diversity; the legitimacy of the Gacaca courts; the land constraints; the human, financial and institutional capacities; the narrow tax bas; the inadequate corporate governance laws; the high incidence of HIV/AIDS; the obsolete laws on energy and markets; and the reliance on external aid. The report also highlights key strengths and best practices worthy for experience sharing with other countries. These include: the promotion of gender equality, leading to a high participation of women in the political arena; the successful implementation of economic reforms; the provision of social services, through the decentralistion of health services and the implementation of a compulsory education and gender parity in primary school; the fight against corruption; the institutionalisation of participatory processes at all levels of society and an ambitious strategy for ICTs. The report also includes the comments of the Government of Rwanda on the country review, and the National Programme of Action.

The Country Review Report on Ghana was the first to be issued by the African Peer Review Mechanism. Published in 2005, this report while acknowledging the progress made by Ghana in consolidating democracy and identifies best practices in each thematic area that are worthy of emulation. These include: Ghana’s unique institutions for promoting peaceful stakeholder dialogue in the country such as the National Governance Forum and the People’s Assembly and Ghana’s contribution to peace keeping and regional integration. The report nonetheless notes that major daunting challenges remain and need to be urgently addressed to meet APRM objectives:  Without being selective or attempting to define priorities, these salient overarching issues are: capacity constraints; gender equity; corruption; decentralisation; land issues, chieftaincy, unemployment and external dependency. These challenges are recognised in the recommendations made by the Panel in the  report, and are also covered in the Programme of Action (Appendix II) that has been costed at approximately USD 5billion.  As mandated by the APRM Guidelines, the report also includes in Annex the outcome of the peer review of Ghana conducted at the Fourth Summit of the APR Forum held in Khartoum Sudan on 22nd January 2006.
