Since its inception in 2003, the APRM has won acclaim worldwide as a novel way for showcasing Africa’s thinking on governance. However, as might be expected, the implementation of an enormous and complex undertaking such as the APRM has been fraught with a number of challenges, ranging from methodological and operational to the tools and processes. These challenges have been highlighted at various fora including the African Governance Forum (AGF) VI meeting on the APRM in Kigali in May 2006 and the Algiers Workshop on the APRM in November 2007.

This annual report 2006 of APRM is the first since the inception of the Mechanism. Its outlines the centrality of the country commitment for the success of the APRM process and measures the progress made in the installation of the national structure. Thus, of the 25 member countries that have formally launched the APRM process, 13 have established their national structures: they are chronologically: Ghana, Rwanda, Kenya, South Africa, Algeria, Nigeria, Uganda, Mauritius, Benin, Burkina Faso, Lesotho, Mozambique and Tanzania. Of these 13 countries, 5 have duly completed and submitted their self-assessment report and PoA to the APR panel. These are: Ghana, Rwanda, Kenya, South Africa and Algeria. These five countries have received a Country Review Mission and three countries (Ghana, Rwanda and Kenya) have been peer-review during this period. The report also gives some information on the APR strategic partners and presents some outlines on the funding of the Mechanism.

Questionnaire for Country Self-Assessment

To facilitate the implementation of the APRM and to ensure the integrity of the process, the APRM has developed tools, instruments, codes of conduct and guidelines to govern the country review process. In this regard, this master questionnaire is developed to firstly provide participating countries with a format that can serve as a checklist to determine whether the various stakeholders participating in the process have responded to their concerns; and secondly, as a convenient summary to provide an overview of the results of their own self-assessment processes.
The Questionnaire is divided into four major sections corresponding to the four focus areas of APRM. In each focus area, the overall objective of the section is defined, followed by the components.

To facilitate the implementation of the APRM and to ensure the integrity of the process, the APRM has developed tools, instruments, codes of conduct and guidelines to govern the country review process. This APRM working document provides some indicative objectives, standards, criteria and examples of indicators that will allow a country effort and performance to be assessed against clear scheme that have been agreed to in the African and/or in the international contexts. The scheme of concepts is applied to the four areas of APRM with the aim to provide a clear framework to guide the design and the implementation of the assessment in each of the areas.

To facilitate the implementation of the APRM and to ensure the integrity of the process, the APRM has developed tools, instruments, codes of conduct and guidelines to govern the country review process. This working document elaborates on the Guidelines for countries to prepare for and to participate in the African Peer Review Mechanism (APRM).
The document is structured in 7 parts: (i) core guiding principles; (ii) the APR processes; (iii) the responsibilities of the participating countries; (iv) the role of the Country Review Team (APRM Team); (v) the role of International Partners; (vi) the role of other countries participating in the APRM; (vii) and the summary of responsibilities of and recommended best practices for countries to prepare for and to participate in the APRM.

This document issued in 2002 is the Declaration of the participating Heads of State and Government of the member states of the African Union (AU), met in Durban, South Africa to work together in policy and action for the promotion of democracy and good political governance, economic and corporate governance, socio-economic development and African Peer Review Mechanism. The Declaration is one of the base documents establishing an African Peer Review Mechanism (APRM); which seeks to promote adherence to and fulfillment of the commitments contained in this Declaration. The Mechanism spells out the institutions and processes that will guide future peer reviews, based on mutually agreed codes and standards of democracy, political, economic and corporate governance. The Declaration has been adopted in the framework of the NEPAD.
