The African Peer Review Mechanism base document defines itself as 'An instrument voluntarily acceded to by Member States of the African Union as an African self-monitoring mechanism'. Its primary purpose is to 'foster the adoption of policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated sub-regional and continental economic integration through sharing of experiences and reinforcement of successful and best practice, including identifying deficiencies and asserting the needs of capacity building'. This document outlines the APRM's standards and criteria used to fulfill this mandate.
